Tillandsia capillaris is a species within the subgenus Diaphoranthema.
It is found in Ecuador, Peru, Bolivia, Chile, Argentina and it is one of the most variable species in shapes, sizes and varieties, which makes it very difficult to describe them all.
This one in particular looks a lot like capillaris f. hieronimii, with long thin leaves, distic, growing along a stem with lilac tones in the margins. Small dark colored bract with lilac tones, pearl white flowers.
